CONSERVANCY
OF THE PHOENIX COMPLEX CASPER MOUNTAIN WYOMING The
complex is private property of the Conservancy BUT is open to
the public.
Motorized traffic is prohibited without a written permit. A
walk-though is provided; foot traffic, bicycles, and horses are
allowed without need of a permit.

Snowmobilers
cut fences in the winter months using the Conservancy complex
to gain entry in to the restricted Area of Critical Environmental
Concern (ACEC) west of the Conservancy complex. The Bureau of
Land Management does little to challenge these intrusions into
this restricted Eagle habitat area.
